TMHOTW: An Aquatic Synapsid

So a while ago, I did that poll where you guys could decide what group of animals were the dominant life forms in Palkragar's seas. The winners were a tie between Other and Obscure Archosaurs. Before the poll was finalized, I drew a sketch of this creature. I was thinking it could be a shallow water animal, akin to a manatee. But instead of eat sea grass, it eats shell fish, mollusks, crustaceans etc.
